Frontier Guard Tokens are earned from completing quests that can be found on the Announcement Boards throughout the non-loot capital island areas of each nation beginning in the capital city at level 20. These quests can also be done on the mainland in the Non loot zone on another 4 boards with different quests.
These tokens can also be earned by doing Sword Events on the map.
