This is the 4 hour time period in which guilds are allowed to token and begin siege preparations at guild provinces. This mechanism prevents tokens at non-peak times, giving defenders a chance to stop the token attempt.
The Siege Preparations Window includes the 2 hours prior to and the 2 hours after the province's State of War timer.
Example: A guild province's timer is for 7pm. Therefore, it's Siege Preparations Window is from 5pm to 9pm.
Siege preparations must be successfully completed in order to trigger a State of War.
