Repairing increases the durability of the item. Repairing is done at any NPC vendor. Players cannot repair items.
Repairing does not restore the full durability of the item. Rather, it repairs 50% of the durability loss and that number becomes the "full durability" of the item.
For example, repairing an item at 750/900 durability will result in 825/825 (900) durability. The (900)shows what the original durability was.
At the vendor you can repair individual items, equipped items, or all items.
The full durability of an item can only be restored by Reinforcing the item if it has never been repaired before. See Reinforcing for a full explanation of this mechanic.
