Repairing may be done at any vendor NPC. NPCs can repair 50% of the lost durability, and the new maximum durability will become whatever the item was repaired to. It is not possible to fully repair an item. However, it is possible to reinforce an item instead of repairing it. If the item has never been repaired before, it can be reinforced which will fully restore it's durability.
