The Quartermaster here sells items and recipes for gold instead of glory/contribution. Some of the cheaper/lower tier items are available at other vendors (possibly cheaper) or are drops from humanoid NPCs or chests.

The quartermaster can be found in the uppermost courtyard, inside a building.

The Bastion must be at Efficiency Level 3 in order for this Quartermaster NPC to appear.
